It does seem odd. But the entity backing up the self-insurance plan is not just a few Mennonites in Ga but ultimately the entire Mennonite community everywhere. Pa allows this self-insurance plan and so do other states. The snag in Ga has been that INDIVIDUALS own the vehicles so they can’t be SELF-INSURED. The COMMUNITY provides the insurance but the community does not own the vehicles.
Currently the members of the community do buy insurance (minimum limits) so they will be in compliance with the law but they do not file claims so they will be in compliance with the tenets of their religion.
Mennonites and the Amish are similar, but not the same. The Amish are the group that use the horse and buggies.
The Mennonites are allowed some modern items, but for the most part, Amish reject modern appliances, etc. Think I am right. Someone from Pennsylvania can sort this out for us.

Where I come from it is against their religion to OWN a car. Why the need for auto insurance? for the horse and buggy?
