I completely empathize with the idea of “home” but everyone along the low lying areas of the coast should also embrace the idea of assumption of risk. If we keep having to rebuild in areas repeatedly devastated by natural hazards why should inland taxpayers (not adjacent to Midwest rivers) keep getting stuck with the bill?
