does it matter how much of the building was fire damage? because if it is only a little bit, then they should be able to repair the damamge. if the building is completely inhabitable due to fire damage, then i can see it being torn down and rebuilt.

Why not just implement a law stating that all buildings have Law and Ordinance coverage?
