    The government of West Virginia awards Doctors the right to practice in the state. Yet, the governmental system is so inefficient that it allowed Dr. King to screw up 120 times in a single year. How does West Virginia regulation protect the citizens of the state?

    How did the state of Alabama allow King to practice in their state in 2006 – 3 years after Dr. King’s problems in West Virginia? How does Alabama regulation protect the citizens of the state?
