As a resident of Jefferson County, Alabama for the last 14 years I have witnessed all manner of scams, fraud and bribery involving both state and local agencies. The mayor of Birmingham is under indictment for actions while on the County commission. Richard Scrushy and the Healthsouth debacle are home grown as well.

There is no telling what went on with the money in question. Most federal grants have stipulations and limitations. It would not be unusual to impose a spending deadline (a virtual guarantee that the taxpayer money won’t be well spent). Heaven only knows what really went on with the money. Since the streets in heaven are paved with gold, heaven probably doesn’t care. Just wish I could have had that paving contract.
