Anyone with half a brain doesn’t speed through the downtown area of a large city they’re unfamiliar with and “assume” they’re in an HOV lane. Street signs are often confusing but that’s excuse for driving a bus onto an exit ramp at a high rate of speed and crashing through a bridge barrier.
I live in Atlanta and I agree that you need to slow down and pay attention in unfamiliar areas. That would go for the natives and the out of towners. If you are paying attention and not drinking and reading a magazine while driving you should be able to tell what is going on around the area of this accident point. It is terribly unfortunate but wholly preventable.
