    or is it based on the amount of tickets written for failure to use a seatbelt? which means basically they might have given them a warning ticket but not an actual ticket. but look at this part of the article:

    “The grant will be used to buy electronic reporting equipment and to fund driver behavior programs and impaired driving prevention efforts.”

    what electronic reporting equipment? are we going to mandate something here? i like the other idea – especially if targeted towards youths and drunk drivers.
