Hmm. Local governments actually responsible for themselves, making decisions based on long experience and local knowledge. Sounds like something that might work. If you have competent locals, they can run a good show. If you don\’t, they\’ll just get in the way, anyway.
*No* amount of federal control would have improved New Orleans\’ plight. Look at what\’s happening even now . . . Nagin was re-elected (unconscionable), and they\’re still diverting funds intended for levy maintenance and repair. Buckets of federal aid have been allocated, but the local pols are too crooked or too incompetent to know what to do with it. Oy. Contrast that with what\’s going on in MS and AL.
When the wind blows across the Florida peninsula this year, I\’m happy to have *Florida* emergency management officials handle it rather than the feds, even with our new wacky governor in charge.
We\’ve done this dance before. Come on down, if you can – we\’d love the help. If you can\’t let us lead, though, please stay off the dance floor so we can do si do.
I have been through many disaster response courses and been on ground zero many times after one as a first responder. One of the first rules is the local officials are always the ones who should take responsibility for pre-disaster planning and initial post-disaster response. After all,they are there when it happens (unless you decide to leave for another city, say Houston for example a la Ray Nagin).
This is exactly what caused all the problems during Katrina. The Locals were left in control, didn\’t have a good plan, were not able to get control of the situation.
Idea is great, to leave the locals in charge, it just doesn\’t work in part because they only think locally. Also I have a real problem letting the locals control Federal resources. If you think that is a good idea, look at what Louisiana has done with \”The Road Home\” program.

How about if we let every State but Louisiana handle things themselves?
