    Money should be coming from the state first. If the state is relying on federal funds, that means there will be a delay in rebuilding. The state has to realize, that insurance will raise it\’s rates based on the risk that has been assessed. Then again, the state may or may not approve of the increase of rates. But then again, if it does not approve of the rate increase, the insurance company may eventually stop writing business or even pull out of the state. Here\’s the thing you truly have to remember: No person forced businesses nor people to move into that area. It was voluntary. It would be like me moving to an earthquake zone, or tornado alley. In reality, state funds should come first, then federal — but what happened to FEMA funds?
