Does this article mean to tell us that AJG discovered an “overbilling” in excess of a million dollars to a single client, so they just cut a check and popped it in the mail; no phone call, no letter attached, no e-mail?

Yes, Chris, welcome to the land of AJG. We find overcharges by them all the time when we do audits. They usually just send a check out and hope that someone will just say “Hey, this is a large amount of $, we should just cash this check and keep quiet.” SCIF in CA does the same thing. Isolated incident – ha!
