As a FL agent I can tell you fraud is everywhere. I am currentley visiting Cape Cod, Ma. I read an article in the local paper stating the a Hyannis contractor was indicted for under reporting payroll. Maybe FL is just being more diligent in attacking the problem.
It isn’t just Florida! I have lived all over the country and in Europe. It happens everywhere! Unfortunately Florida has Year round construction and isn’t affected by seasonal issues, this causes a higher number of incidents. And in many situations, especially family run companies, not everyone knows what is going on and get stuck being responsible when it all hits the fan!

I think it has something to do with the heat and the humidity. Check the fraud stats against some place like Utah or Idaho to see the corrolation.
