As of today, June 5, ’05, the link to Protectingpeople.org does not work; at least not on my rig. What gives?
I might comment that it is still legal and acceptable for certain homeowners to upgrade their windows without going to the full extent of the current code. Any improvement in controlling openings to a building should be welcome. Not only is the tremendous cost of impact glass prohibitive to the very people that the protection would help the most; the serious weight loading on structures for these bullet proof windows can cause permanent damage and pose physical and stuctural threats to inhabitants.
It is still an open choice then, to install glass stronger by degrees without going to the heaviest glass. The owner can still use roll-down or some panel type of protection without overloading his walls structurally, and come up to an acceptable standard in protection.
It would be very nice if all our houses were stout enough to bear the weight of impact glass, and very nice indeed if we all could afford limitless amounts of it. Check with your local, professionally registered, structural engineer.

Have you done any studies or provided samples so firefighters can study the impact resistant glass and determine how to ventilate or escape when a fire occurs.
