$40,000 per 1 bedroom mobile home unit is insane. You can buy a nice travel trailer that has 1 bedroom with a queen size bed and then in the back has 4 bunks. It has full kitchen, dinette and living room for $28,000 to $30,000. I’m sure it can be less if the government does it since they get them plain with no frills and purchase them in bulk. I have seen these travel trailers that they purchased during Catrina and they are extremely basic but they do the job.
