    As I understood from the article – one of the reasons of the school damage was a flood due to the “water releases from the Toledo Bend Reservoir led to flooding of the nearby Sabine River”
    I can recommend investigating this “water release action”
    Probably it will be possible to charge responsible authorities and to cover school reparation costs. Operator of the Toledo Bend Reservoir has liability policy without doubts.
