    The state of Louisiana is a money pit. It is a loss leader that is constantly being subsidized by honest taxpayer money. It will always be prone to severe damage from weather related disasters. As a state, it would be un-insurable on the voluntary market. If we’d turn LA into a national park, the money saved would help reduce the debt. No more catastrophic payments.

    It’s a relatively new school that was built in a low pocket area that flooded. They should subrogate against the engineer.
