There should be required state inspections and a decal on the windshield confirming EVERY driver pays for insurance. It should be a REQUIREMENT to drive. Failure to have insurance should result in having the vehicle impounded and the license suspended. Society needs to stop playing nice with freeloaders who don’t pay their fair share.

It is not the regulation that will solve the problem. Nobody can regulate bad behavior. What can be done is to bring power to post accident services like subrogation firms. I founded a subrogation company and we recover large sums of money each year from uninsured motorists. We work with various State Motor Vehicle and Safety Departments and utilize State laws to create license and registration suspensions against responsible parties. If the responsible party doesn’t have a license (which is common), then we make sure they can’t get one, and we normally take legal action through the civil court system to coerce or force the responsible party to pay back the damaged they caused, either by selling assets or making payments. It’s companies like ours that need to be in the spotlight explaining what can happen if you wreck and can’t pay or don’t have insurance to pay.
