I agree, punish the motorist who refuse to carry insurance, but who`s going to keep them from driving again? How about these shady car dealsers that sell cars and do not requirethe the one purchasing the vehicle to show proof of insurance why not hold the dealer liable also. How about the insurance companies that are not reporting to the state when there cliants allow ther insurance to expire or cancle, is the insurance company liable also?
