Could another reason the number of applicants be so low because they have to prove their lost income? Tough to do that when so much of the economy is on a cash basis.

If these people are operating on a cash system it means they aren’t paying income taxes either. If you don’t pay into a system, you shouldn’t expect to benefit from it.
I think you are referring to the general claims being made against BP, which the Gov. has a $20B fund set up to handle. This is a separate fund (donated) set up for “rig workers” affected by the moratorium. Drilling and exploration co’s don’t pay cash.
If I were BP I would have never set up a fund to aid workers affected by an unnecessary federal moratorium on offshore drilling. The majority of the oil spill was obviously BP’s fault, the moratorium is needless government over reaction to an isolated incident.
I agree Dipper, I believe it’s damage control…a little digging and you will find that BP has donated to all the Gulf Coast states $50M – $75M for PR, and additional millions to various groups for “alledged” damages.
