there should have been some kind of alert, because a fire from underneath the front steps does not spread quickly. how much damage was done totally? inside and outside?

According to local media in Austin, security was in the area but relaxed since the Gov. was not living there. There were security cameras also in use.
The firefighters did an outstanding job in fighting the fire, using resources to keep themselves safe first.
Also, since this building was undergoing extensive interior renovations, all of the furnishings are in storage.
So in other words ” the operation was a success but the patient died”.
