Unless I’m mistaken, open containers are still permitted in TX so nobody cares about having a beer while driving. TX also allows citizens to carry guns w/o a permit. With that kind of permissiveness it will be difficult to put the drinking genie back in the bottle for very long.

Congress provided the agency with an additional $11 million for a national advertising campaign, in partnership with Mothers Against Drunk Driving, to strengthen the campaign this year.

um….why shud the federal government make and ad? why not just finally tell the states to put those folks in jail and don’t suspend their sentences…no more get out jail/fine days! congress shud already know, we are in the neg for the federal spending…this goes right smack into the same NEGATIVE number!….
