Since New Orleans lies below sea level, U.S. guidelines in place before Hurricane Katrina prevent sheltering in-place. That is the reason why nothing but \”shelters of last resort\” were opened in 2005, and why no other shelters are ready now.
Maybe this time (if it comes to it) they will use their public transportation vehicles and at least get them out of harms way. Anyone have a count on how many buses (both regular and school) were left behind and lost the last time…
Just think how many people whould not have been subject to the horrors of the superdome if they had used the buses.

One news report placed the bus count at over 200 buses stuck in 4 feet of mud.
