I second that motion. Humans have, for too long, been too short-sighted to see the protective effect that marshlands have on nearby cities. Once in a while nature shows us the error of our ways.
How about every FEMA flood policy in the USA collect $250 per year for a mitigation fund. The super fund would go towards flood mitigation projects (levee reconstruction and/or drainage projects) Additionally place a tax on every utility bill in New Orleans to help pay for the levee system to protect the people that want to live below sea level.
How bout we just skip rebuilding it. Let it go back to a wetland, and then we won\’t have to worry about it every time a hurricane is within a 1000 miles of there.
