Reynolds to Retire From TWCC Executive Director Post

Richard F. Reynolds, executive director of the Texas Workers’ Compensation Commission (TWCC), announced his retirement from an extensive career in public service. According to the TWCC, July 16, 2004 will be Reynolds’ last day at work, but he will continue to assist the agency in the coming months.

Bob Shipe, current director of the Medical Review Division, will take over as acting executive director on July 17.

“It was close to nine years ago that I began my service at TWCC. It was just less than three years ago I made a commitment to then Chairman Rebecca Olivares that I would serve as executive director for two years. Well, I have gone beyond that commitment and it is time to pass the torch. My service to this agency, as a member of this Commission, as chairman and executive director, has been challenging and rewarding,” Reynolds said in his announcement.

“Tens of thousands of injured workers have been successfully helped each year. TWCC will continue to achieve success. With the help of providers, carriers, employers, and the Legislature next session, the system can be strengthened.”

Reynolds was named TWCC executive director in September 2001. Reynolds also served as a TWCC Employer Commissioner from 1995 to 1998 and as chairman from 1995 to 1997. He also served as a member of the Texas State Board of Insurance from 1989 to 1993, and was a member of the Texas House of Representatives from 1973 to 1977.

TWCC commissioners accepted Reynolds’ retirement notice at its June 17 public meeting. Following an executive session, the commissioners named Shipe to the position of acting executive director, effective July 17, 2004.

“The commissioners have the utmost confidence in Bob’s leadership based on his years of experience at the Commission. He has been involved in field operations, served as chief of records processing, served as the Commission’s legislative liaison, and currently serves as director of the Medical Review Division, ” Chairman Mike Hachtman stated.
