Could you address the liability of individual states (or cities) with regard to Covid 19. Say the governor of the state lifts bans on business openings and eliminates mask-wearing requirements. Subsequently, substantially more people than anticipated get sick and die. Would it be possible for the family of the deceased person to sue the governor of the state (or the state itself) for prematurely lifting the restrictions that were recommended by the CDC?
