    This is not an investment for a charitable organization, such as the American Red Cross to invest in. Their role has diminished since becoming recognized as an official chapter in 1909. Under the 1999 FRP the ARC was the primary agency in regards to all manners of humanity and mass care. Now under the 2013 NRF the ARC is indicated as a mere coordinating agency for international coordination. I see the valid points in utilizing drones in emergency response situations that would be BEST used by Government authorities not NGOs that already have a track record of mismanagement and unaccounted for funds.
