Very, VERY noticeable problem. Crash docs stupidly only discloses the first page of the police motor vehicle accident reports. Unfortunately, at least here in New York State, the second page has the WITNESS INFORMATION!!! Imaging a disputed cause of accident (i.e. intersection collision where both drivers claim a green light) and a witness, who saw the accident and goes to the trouble of actually waiting for police to arrive and voluntarily giving their information, but the parties and the insurance companies are not allowed access to the eye witness!! Arrgh!
