You’ll never get the genie back in the bottle. What’s needed, since nothing else has worked, is a tough law with draconian penalities. Minimal fines and license suspension won’t get it. Unless people perceive a serious consequence, their behavior won’t change. Here’s a proposal.

First Offense: $1,000 fine and impound the vehicle for 30-days with the violator paying the storage.

Second Offense: $2,500 fine, impound the vehicle for 60-days with the violator paying the storage and notification to the automobile insurance carrier.

Third Offense: $10,000 fine, loss of license for 1 year.

    If involved in an accident:

Loss of license for life; impound and sell the vehicle.

It’s sad it takes something this drastic, but just like DUI, the punishment must fit the crime. Otherwise, let’s just shut up about it and take our chances.
