A word of caution, it is spossible that this plan may back fire since all it really does is retrict actions. Restricting only delays the problems so instead of happening to 16-18 years old they will happen to 18-20 years olds. The issue here is education, which is clearly lacking in this instance. This plan sounds to me like a bandaid not a cure for the problem at hand.
Good point Markie. A comprehensive driving course, including defensive driving, should be mandatory for all new drivers whether 16 or 60. The present Driver’s Ed covers some book material and some driving time without concentrating on the necessary skills for accident avoidance.
This would work well in conjunction with the graduated drivers licenses.
