Wasn’t this supposed to be done 15 years ago? And why do some states, like NY, not participate?

Bingo! They won’t (not can’t) do anything about auto theft, so they play the mental masturbation game on auto fraud. This is another crap program that won’t have an impact.

The law was essentially an unfunded mandate but after some litigation, they are attempting to put some teeth into it but apparently mandating participation has not been accomplished because of industry resistance. Not sure whether this will do anything at all, until the enfocement and participation are resolved.

I enjoyed your artical. How can I join to help cut out fraud.
I have turned in many dealers and took statements from dealers, knowing all of the time my information is proving insurance fraud.
    Thanks
