Once again the geniuses in charge focus on the symptom and not the cause. There are a series of actions that could/should be taken if anybody was serious about reducing auto inlcuding but not limited to the following:
1. put some teeth in the legal system to make the consequences of getting caught so severe that it would be a functional deterrant not just a slap on the wrist. Most theives are repeat offenders. We need to get them off the street. Maybe we should take a lesson from the Koreans. You steal something and you lose a hand.
2. Squeeeze the theives and find out who their customers are and go after them.
3.tighten up on the registration and title process to be more effective in identifying stolen units.
4. Confiscate the buildings and equipment of chop shops and put the owners/workers in the slammer for at least a year.
5. Eliminate the used parts market. Take the profit motive out of the equation.
I favor something more Draconian since the problem has persisted for decades with no relief in sight and we all pay for it in our premiums. Personally, I’d support shooting car thieves on sight.

Who would steal a 13 year old car and why? Most cars that old barely run well enough to get away from the area they were stolen from.
Insurance companies must be more gullible than I previously thought.
