Having handled more than my share of child drownings, I continue to be baffled at how people lack the ability to focus on “root cause” and go off on tangential solutions that treat the symptoms. Small children and pools and spas is a recipe for disaster. There are only 2 plausible preventive actions:
1. Make accessibility to the child impossible.
2. Full-time adult supervision/vigilence. Since human beings are inherently flawed, this will never be achieved.
Parents and facility owners need to risk engineer their properties by thinking “like a child”. The small number of drownings due to faulty drains is another issue. Foreseeability of drain covers coming off can be resolved by simply desigining a better cover. It should only take one child having her insides sucked out to get the attention of pool and spa owners.
