    obviously, what we need is more government involvement and regulation (you can never have too much) since the primary problem here is poor parenting and supervision. it’s time a license was required to have children and be a reponsible parent. perhaps Homeland Security can be expanded to fill this obvious need.

    I agree w/joe. I would imagine that this problem is limited to a small number of states where these are popular. The ATV was originally introduced for farmers and hunters to traverse difficult terrain, much like a Jeep. It’s since morphed into a speed buggy that’s driven for thrills. It’s obvious to most that common sense and parental control are the solution. It’s also obvious to most that a small portion of our population will never progrss high enough up the food chain to attain common sense and responsibility.
