The risk control v. risk financing issues have been illuminated with this article and hopefully Congress will understand that even with the most stringent prevention measures in place, a terrorism event can and will take place and financing a “mega-event” still needs a Federal role. It’s time to discard Bob Hunter’s “vengeful” diatribe a against the insurance industry and get TRIA reauthorized!!!
