There is nothing wrong with our legal system. Hospitals require doctors to
Carry 3 to 4 million in coverage before allowing a surgeon to utilize their facility.
If the hospitals would allow surgeons to become self insured and post a re-revocable
Letter of credit for 3 to 4 million or less making the hospital beneficiary, hospitals should allow surgeons
    To become self-insured.

The best deserve to not have to pay high premium because of a few questionable doctors. The best should be allowed to become self-insured. The doctors who are questionable should have insurance. After all they are unsure of their skills.

    Analysis:
A surgeon who puts up his own money to cover his mistakes is a surgeon of confidence. A surgeon who wants to transfer the risk to an insurance company is a surgeon who is unsure of his skills.
