If the process was legal at the time the payments were received it would be incumbent upon the end user (the school distrct) to incorporate into the broker agreement that any such monies received be forwarded to the client and then the issue goes away. Was the district getting the best pricing for the services received? If the rebates are illegal as they are now the issue is closed. Could we heear more about this than just the sound byte?
