Here’s a perlexing question. What do you do with a 13 year old punk who breaks into a building to steal copper, and sets “several” fires to provide light? Forget about the damages as neither he nor his parents (assuming he has any) would have sufficient assets to pay. The building damage doesn’t take into consideration the social costs of responding to the fire and the lost wages of anyone who may have worked there.

Since he’s considered a juvenile (delinquent), our justice system is ill-equipped to deliver a penalty that will reflect the severity of this act, and provide motivation to get his act together. To have the audacity to break into a building with the intent to steal is outrageous behavior for a 13 year old. There may be parental issues to boot. I suspect that we have no effective response for this kind of thing and that it’s one of the costs society will have to continue to bear.
