Why didn’t Kirby Tire Recycling pay for the clean-up? Why should the taxpayers of Ohio have to pay for their negligence? Why didn’t the state simply leave the old tires buried under the 2 feet of dirt used to extinguish it? This place was nowhere near a water soure and was used to house old tires anyway. Why did it require this kind of cleanup? How is this remote town better off after nine years and $32M spent?
