    H.E.A.T. is a great program. I was involved with it during my tenure with AAA Michigan claims several years ago. The police are busting their humps to catch the bad guys. The problem is, they’re back on the street within a few hours because our badly flawed legal system won’t make it a serious crime with a serious consequence. You put these jerks in jail then the jails become over-crowded and it costs more to maintain them. The thiefs thumb their noses at the cops. One police chief told me he routinely sees repeat offenders at auctions, purchasing wrecks so they can get a clean title and use it to swap VINS on a similar stolen vehicle. In the old days, stealing a man’s horse (his only means of transportation) was considered so heinous it was punishable by hanging. Today, stealing a $40,000 car is considered a “victimless crime” that gets little attention.
