Based on articles I have read or news reports, in many cases the priest were transferred to other churches after complaints arose against them. Thus, it would appear the diocese was aware of the abuse and it seems to be, the policy would not pay in that case.

That may not have been the case back in the 50’s and 60’s
There may be some ‘recovered memories’ of such coverage available back in the ’50’s and ’60’s.
