    Based on the Florida model the insurance commisioner needs to demand rate decreases and Indiana courts need to create coverage broader than the policy contract. They also need to assess a special tax to increase the budget for the regulators in the dept.

    When the carriers decide maybe they need to do business elsewhere the Indiana Insurance Dept needs to blame all of the carriers and then ask for a federal program to solve the problem.
