I find it humorous that the Counsel for the Property and Casualty Insurers says there is no way to objectively determine diminished value.

How is it that the value of a vehicle can be determined in a total loss scenario, but not in a scenario where it is repaired?

Just so you know, counselor, there IS an objective way to determine the value of property, it is called an appraisal and the rules for performing an appraisal have been around since 1987. Congress approved the USPAP in 1989.

    Look it up.
