Establishing that level of base cost is a significant piece of data for all involved in designing strategies and plans for disaster resilience. what is also critical is to take a long view and how such a pressure on economic growth over the years can create significant increase in opportunity cost as well as emergence of the possible scenarios that have added cost caused by geo-political factors. In a sense it is possible that some arguments may emerge focusing on the current baseline estimate as ‘manageable’ in the long run, but that would be a major setback. The hope is that this data is used for improvement in modelling of resilient growth solutions across the globe.
