    I am willing to bet the cold weather caused the metals in the crane system to contract at different rates due to differences in metals and their thickness thus weakening the integrity of the whole structure, this may not not be checked and or certified for weather extremes.

    Metals contract at different rates, dissimilar metals if present may be contributory to a catastrophic failure in extreme weather or simply cold weather.
