how come it isn’t the tenants problem with causing the infestation some of the time?

Bed bugs don’t eat any poison bait. It was a dream to kill bed bugs as easy as kill ants by poison bait. This dream has become true. Bed bugs’ only food source sleeper is at trap center as inaccessible CO2 bait. More than 99% bed bug feeding chance is at night. The trap alone eliminates this chance. It is also easy to eliminate the remaining 1% feeding chance at day time because bed bugs prefer hiding at day time and exterminators never carry bed bugs home.
Since legal chemicals can’t reach inside mattress and kill bed bugs on contact only, people use mattress encasement. This idea is as nonsense as a camper sleeps outside tent and uses the tent to cover/protect a bush from mosquitoes. Tent or the special trap stops bites immediately. Bush or mattress does not need any protection.
Your next chemical spray effort can’t kill bed bugs behind wall, under carpet, and inside electronics. Since a bed bug bites and lays up to 300 eggs, you may suffer endless cycles of killing and laying eggs.
If you hire professional spray service, you are responsible to heat most clothes in house by a dryer and keep them bed bugs free before additional spray services. Your working load (heat and store clothes properly) not including the service is approximately 10 times higher than that of the best method which immediately solves the problem due to no more bites and negligible daily effort.
Popular bed bug methods are as ineffective as a dummy kills ants by vacuum and steam instead of bait. Misleading methods make such an easy job become very difficult.
