As a long time NJ resident (sadly) I can tell you from firsthand experience that “contractor” is a very loosely applied term in this state. Trades people are poorly trained, have a poor work ethic, and do sus-standard work. It’s extremely difficult to find a skilled contractor with competent sub-contractors.
