People need to stop trying to prevent things they can’t prevent. Anyone who decides to swim in the ocean when lifeguards aren’t on duty assume the risk of something bad happening. We can’t afford to spend a fortune on preventing the consequences of their poor decisions or plain stupidity. If immigrants can’t read English signs that’s their problem. Even with lifeguards, it’s no 100% guarantee people won’t drown.

Break the law, pay the price. Last I heard was the ignorance of the law was not an acceptable excuse. Going 55mph in a 35mph zone just because you did not see the 35mph sign is not an acceptable excuse. Rolling a “STOP” sign is not acceptable. It means “STOP”!
