Here’s a question: Where were the parents of this 5 year old child when this happened? Most people with an ounce of brains would never allow a child that young to navigate a busy intersection, crossing guard or no crossing guard. Did the child walk out in front of the car? Was the driver cited? Was there really any liability on the part of the city or was this a sympathy settlement?

If the intersection is truly busy, perhaps an overpass would be in order. Crossing guards on all sides of the intersection as well.
