Sound like reasonable legislation with one caveat. Wearing a helmet has been shown to prevent or mitigate head injuries. When a rider who chose not to wear one and sustains a head injury, it can be very costly from a medical expense standpoint. These costs are a burden to responsible taxpayers in the form of higher healthcare premiums and having to pay charity cases who have no insurance. Wearing a helmet on ANY public roadway should be mandatory. Only an idiot would argue the point. People insist on children wearing head protection for sports. Why not for riding a 900 pound hunk of metal at 60MPH? If they choose not to wear one……let them deal with the consequences. I have no sympathy for boneheads.
