    There are no “gaps” in the existing law. Either the parents failed to impress on this kid he wasn’t to have passengers, or the kid ignored the warning. “laws” do not equal compliance or behavioral change because they lack a perceivable consequence. A paltry monetary fine doesn’t cut it. You want it work, attach a significant and possibly draconian consequence such as:
    1. 1 year license suspension
    2. $1,000 fine
    3. required driver education course at the violator’s expense.
    4. notification to the vehicle owner’s insurance company.
