The city in which I live is flooded with 6-8 inches of rain; some think this city is prepared for flooding, but stupid drivers never learn, and the flood control is a political joke. The flooding in RI and MA are a tragedy for all involved. Obama Claus will bail them out, though.
Not to diminish the tragedy and impact on thousands, for which we all feel compassion, but does it take an expert to find that the endless asphalt will have an effect on storm water run-off? And I’m sure retention basins are considered a useless waste of valuable real estate by the developers and ‘negotiated’ with City Fathers?

Just make the streets longer & end at the ocean. Problem solved.
